Front sprocket!

Hi all, I have just fitted new chain, rear and front sprocket. On going to fit the retaining bolt and washer I noticed the the sprocket doesn’t fit flush with the shaft maybe 2mm difference! Everything is hard up against each other the old one is the same as well, is this normal! Many thanks
