Rev limiter

I have picked up a 899 track bike recently.
I have A problem,
When I tried to test the noise level for a track day tomorrow I realised that I couldn’t rev the engine above 5000rmp.
It would make a rev limiter sound.
Is this supposed to happen when the bike isn’t under load/in gear? Maybe to protect the engine?

Many thanks,
